How would you feel if the aluminum wiring loosened up(as it has an unfortunate tendency to do, which is why insurers shy away from it,) and it burned your house down- not only potentially harming your residents, their pets, and their belongings, but possibly spreading beyond that, as fires in California tend to do?

Water is cheap up here, it would take a while to break even with the water saved.Most tenants also want a yard to have pets or kids play in, verse having them play in the rocks or mulch.

If it's damaged from pets, liquid spills or other things like that and you have photos, you should be within your rights to have it professionally redone and deduct from the deposit.
