The one or 2 that were not were extraordinarily flakey and never completed the initial intake process.Out of curiosity I just checked my locations fair market rent which the voucher is based on and my rents are far beyond those listed.

A couple of years ago when the regional water deal was being put together by the suburbs and Chamber of Commerce there was going to be money in there (from the suburbs) that would have paid to replace those lines plus upgrade the plant, develop a second intake, and upgrade sewer lines.
