If these sellers aren't the ones who had the work done, then they may simply be confused as to what the Property Condition Disclosures are asking them to affirm or deny.With regards to the negotiations about repairs . . . it is a negotiation, so you should thoroughly know what you NEED to be true in order to move forward with the deal and secondarily what the odds are that they have or can easily have another contract at your price/terms/conditions in a short timeframe.

My title company has told me they would issue affirmative coverage as its been over 7 years and the bank hasn't done anything at all, no notices to the state, nothing filed legally beyond the original foreclosure notices.
