I'd recommend a project manager or architect if your budget can afford one.

Tell her to talk to her managing broker about it if she doesn't understand.  

Contractors are only as good as you can communicate and manage. 

Finding an agent, finding contractors, overseeing repairs, finding a property manager, finding tenants, etc.

So if lots of parking, ideally walking distance to busses or transportation to cut down on cars, you might get away with it (legally).Operationally;  this is a can of worms to manage. 

Prioritize filling units with well-screened tenants and consider hiring a property manager for oversight.

A turnkey provider usually buys the property, renovates it, sells it to you, and then manages it for you.

Apparently this is an issue that other investors have faced as well, because it requires a bank manager to do a minor workaround with a field entry in the system in order to make it work.
