I'm not saying everyone who isn't paying is scamming but what often happens is that people have a minor setback and they stop paying and then, when nothing bad happens, they just keep not paying even when they're able to pay once again.

I have been a victim of fraud/scams and it almost feels or sounds the same.

A federal reserve banking scam... which began in 1971 with an announcement by President Nixon...

Sellers who aren't reporting taxes are sellers who will scam you, cheat you and lie to you. 

Is this list a scam or worth it?

There are many good Flat Fee brokers out there, but there are some websites that are not licensed and a couple of scams as well.
