People are going to bring their clothes and buy some groceries. 

When you and policies say 'Property' is that referring to personal belongings [tech, clothes, furniture, etc.]?

We run into this often in the houses built 1920-1950s after KnT was phased out for the 2 wire cloth junk.

People can net a lot but  they spend on non-fixed costs. resturaunts, clothes, etc.

Then the homestead declaration, utility bill, drivers license and voter registration affidavits from neighbors, your pictures on the wall and clothes in the closet are all things you could use to answer   the question.

One of my tenants told me when they applied for the apartment, they get a government check every month for a relative they take care of and make an additional $1k a month "off the books" My other tenant works at a clothing store that pays him all cash (no pay roll taxes)

I prefer coin operated because they are going to have to pay to get their clothes washed somewhere, might as well be from the place that they live.
