Investor purchased goods and materials at local suppliers such as Home Depot/Lowes, adding to sales tax revenue and jobs.

Have materials ready, have cash for guys to get materials ready or open up accounts at suppliers.

If so, you just need a delivery contract with a local supplier. 

If you absolutely had to pay send him a lien release (waiver) or meet them at the supplier and pay them directly.
