If the water drains and has a reasonable amount of sediment, I suppose you could disconnect the output side of the water heater and attach a hose there (with a pipe-to-hose-thread adapter).

Some markets will be more difficult than others, but you may have to adapt your strategy a little to fit the market and get the numbers to work (maybe renting bedrooms) & stabilize rents/tenants for a year- 2 years to put the property in it’s optimal position.
