If you have a low DTI, sometimes lenders will just add points to your quote to make the rate look more attractive and hope that you don't notice the buy down.

People use it because the higher LTVs allow them to raise less money (which newer syndicators and “portfolio builders” need), and project higher returns (which attracts capital from investors who might not fully appreciate the risks).  

The lady who runs the store has been there before I bought it in 2020.

You have the potential to attract equally excellent or even superior tenants, thereby increasing overall revenue.
