However when looking at a street there are a few obvious things like boarded up houses, a lot of graffiti (that is not artistic in nature), needles on the ground, uncared for lawn/walkways, people on porches drinking from brown bags, lots of adults up to nothing during the middle of the day (not working at jobs) etc. 

How can I be the best mediator and get these people to behave like adults?

Just pay the admission fee if they’re charging one like all the other adults and you’re in.

Land of the free, a place where adults should be allowed to make adult decisions. 

It's never "slimy" to create an agreement between two consenting adults, that doesn't violate the law.I find it wise and thoughtful to provide tenants with what the market demands, at rates that the market justifies.

In most areas, for you to create a legal bedroom, you need an egress window large enough to fit an adult in or out in case of fire. 

The planning commission is limiting the commercial we could put in- no vape shops, adult bookstores, etc...

Adults rarely use tubs any more but it's nice to have one for kids.
