The student expects results but does little to no marketing, does little to no online research to fully understand strategies, potential pitfalls, contract and contract law, title, etc...they just wait to get rich. 

Also, if you hope to attract a national fast food chain, most retail developers will get a committment from them, or at least some type of LOI, up front to make sure that the chains would even be willing to have a store at that location, and what specs they would want/need for the building and how much rent they could pay, etc.

Borrowing costs should come down as the economy is slowing down now due to the high fed funds rate (5.33%) particularly in the multifamily space which has an enormous supply coming online across the country this year and next year.

However - if he's looking at somewhat (or fully) retail ready homes for end buyers, then it may not make sense.
