Landlords should not be scared of the lead paint ordnance rather educate themselves on what should be done to prevent an issue.A prospective landlord may look for homes that are already sided (no exposed chipping paint), have replacement windows or jamb liners in place, and in general lack or can be made to lack chipping paint. 

Some months may be a bit short, but me chipping in a bit per year is fine too.

Also, you could consider putting down some landscaping with wood chips or something to regulate you moisture level under the house.

The mortgage officer (who is based in Texas) that Bank of America had assigned to me still believed that, due to the age of the house and the risk of the paint containing lead, that the chipped paint on the exterior front porch needed to be repaired prior to closing.

She did about 2k in damages to the house (chipped door frames, ink on walls, scraped up stair cases, etc).

After 6 months or so the pool finish started peeling/chipping away and turning really stained dirty looking.

Then I tried Home Depot’s home decors LVP on a higher end rental and the vacuum scratched and peeled a few parts and have also seen minor chips I’m guessing from objects falling.

I will need someone with more experience to chip in. 

It's purpose is better served as a bargaining chip.
