It seems the best option for managing the cash outlay for the construction of the additional units would be to take a cash out loan on the 2nd home, locking in an interest rate that should be lower (either a 15year or a 5yr ARM).  I

It might be tough to find a 25-30 year loan with these low loan amounts though. (2) It's better to find a completely fixed rate. 5-year ARM is OK, but better if you can have it fixed throughout the life of the loan.
