My rentals in Oakland are all either Section8 or Abode services (similar to Section8 but better) and each year I have raised the rent by 5 % and even in the pandemic the housing authority raised the rents.

That money is not yours to touch until the lease is terminated and only then can it be applied to expenses authorized by the law.As for the amount of deposit, you should require each tenant to increase the deposit amount to match the monthly rent.
