Not a landlord but I work with government grants on low income, in CA there are a lot of programs that nobody really know about, all they need is ask housing authority and it will trigger a chain reaction if they qualify. it is a pain on paperwork at first but same requirement is asked if they qualify on one program and apply for another.

When they found out how much it could potentially cost, they balked at the cost (most likely an emotional reaction due to the amount).

Most of the population does not have mold issues...but the individuals that do can have extreme reactions to it.

There has been a lot of hand wringing about the changes, but the NH lead paint law is so much less restrictive than other states, (ie MA) that I think the inital reaction is overblown and business will continue as usual.
