I've "heard" of others structuring similar deals but when I try to investigate further things seem to disappear or the deal ends up finishing behind closed doors.

If you do want to pursue them, you will have to do some investigating to find out where they live, and you will waste a lot of time on the process that could be spent making money other places. 

This is a great place to learn and further investigate investing in real estate.

Maryland AG's office opinion is that it is not legal in MD, and currently is investigating the issue.

You as the buyer are not a title agency, you are not in the business of investigating and catching tax liens that the title company misses nor are you required to be second guessing title company's work.
