Mark Rider Yes indeed, the situation is quite disturbing, and will continue to be until they create and enact a plan for recovery.

If the tenants are truly that loud, the other tenant could call the police for disturbing the peace if they wanted to.  

What's most disturbing about this problem to me is that I'm getting more of these "bad" notices for specific conversations than the number of back-and-forth exchanges made in that conversation.

Also there's less of the clicking hollow sound to disturb other tenants.

The material lasts forever, but it is very brittle and is susceptible to damage if disturbed.

When I get emails from folks I have referred to him and he has never contacted them back, I think I have a reason to be disturbed by his performance.
