I think unless you are in an incredibly hot market offering a home for lower then the competition this many hurdles will lead to longer vacancy.I am not opposed to hurdles to screen out the unmotivated ones but this is a large amount of hoops that will definitely lead to decreased demand.It is a trade off.Your life is easier & you have much more timeButYour rentals will be empty longer.

Then I reminded him if he finds it unreasonable the clause in the lease contract states he can terminate the contract as long as 45 day notice is given.

I'm not a lawyer, so no legal advice, but my understanding is unless you can show where it is an unreasonable burden for you to allow this (and possibly losing insurance would be that burden but I don't know), then you cannot discriminate against a service dog, no matter what breed.
