People aren't going to stay inside much longer no matter what a government official mandates.

Tax credits exist now - they will disappear especially as solar is now mandated in CA.

SF, Oakland, Berkeley and San Jose may have more restrictive rent controls and eviction protections than those those mandated by California, but many Bay Area cities are following that trend.

The city of Portland also recently passed inclusionary zoning mandates that require any multifamily development that has over 20 units include 20% of affordable housing component.

My only strong suggestion is do you research - especially on local and state government plans to squeeze landlords with taxes, fees, and mandates.

Some states use a title company/escrow agent system, some states mandate using an attorney for escrow. 

I took my state mandated college course when I was 21, it was for a total of 3 weeks as I was doing 10 hour days.

They charge 10% of each booking but they handle all the bookings, take credit cards and mandate travel insurance for each guest which gives us three thousand dollars worth of coverage.  

I believe each state or city has its own mandates.
