You can send the tenant something to sign but you need to read the mail rules and you cannot send a stamped envelope to get it back so she has to buy a stamp (and probably won't).

The document that settles the sale of the property is Letters Testamentary (will) or Letters of Administration (no will).The PR will file this document which will have the county stamp (seal) that gives the PR legal capacity to sell.The title company would need a certified copy of Letters Testamentary/Letters of Administration indicating Full Authority from the PR to sell the property without court confirmation.

You will need at least a little money, but in theory, you could get away with as little as $12 or less total to get started.Say you find a house by driving neighborhoods, you send a letter to the property owner( $0.44 for a stamp, maybe $1.07 including tax for a box of envelopes from the Dollar Tree, and maybe $0.15 to print a letter at your local library).
