It's hard to tell what category these two fall into.Given what you've described, I'd be hard-pressed to assume they are taking advantage of him.

$4K might not be a big deal on an appraisal, but if you're getting $100 more in rent or $150 more in rent, you'll be hard pressed to get an extra $8-12K in value as your formula suggests.
