If you forgo the partnership agreement and you get into disagreement, then the Uniform Partnership Act will likely govern your dispute and you will not have any control over that. 

There is simply no substitute for going there yourself and driving through (and walking) through the area.

Never, Never Ever skip the background check... had a prospective give me a song and dance about how they could not complete the background questions due to identity theft years ago and it hasn't cleared up...

With this property I inherited the tenant with Section 8 and did the whole song and dance with them to get approved only for the yearly inspection (random) to fail because of this condition.
