In freeze thaw locations with high clay soil, you can get as much as one inch gap between the outside wall and the soil all around the foundation. 

Gently remind the tenants that (assumed true) the home has no existing damage from pets (chew, scratch marks,  soiled carpets/interior finishes, damaged landscaping, etc)  and such damage will not be considered normal wear.   

This cost will depend on the current home, foundation (existing & new) / soil conditions, municipality coordination and actual architectural services provided (is construction admin. included?).

What you see in the sump is probably iron in the ground water leaching up thru the soil .

One classic had a $180k Fed Tax Lien on it that went for around $25k & another with an EPA designated lead soil issue (complete with a do not plant vegetables in the backyard warning) & that went for around $4500.

Some cities for the rental property would be anywhere in Salt Lake County like Draper, Riverton, Lehi, American Fork, Lindon, Alpine, Highland, West Jordan, Sandy, Herriman, Bluffdale.
