Also with FHA and the little amount I'm putting down, most of the numbers for the properties don't make sense. (1800 gross scheduled income for a loan of 180k is not making me scream up and down and does not give me much positive cash flow)I'm wondering if I should just look for a cheaper property and buy it without living in it.

I would invite him over for a glass of ice tea ( it's bloody hot here in Florida and it's the polite thing to do ) then I would in a calm voice explain that had he come to you like a good neighbor, you would have been happy to pay the hoa for a year possibly even up to 5 years but because of his rude and illegal actions you are not going to on principle, also if he files a lien on this property again without just cause when you go to sell the house or harasses any potential buyer about this or any other issues he might think important.

I think just staying on top of things and being persistent sent this guy the message that he wasn't going to be able to take advantage of me and I got him out without any need for legal fees, yelling and screaming, or (so far) trashed apartments.

I've rented to families that state they will only smoke outside and this has never happened.If the family has kids running all over the house slamming doors and screaming during a showing, this is a bad sign.
