I just know there will be a mostly consistent 9 hour time slot where I may not be available on.

I definitely agree with the previous post regarding Penn Hills as you may have a difficult time with resale.I don't know Beaver County well, but I imagine there are plenty of cash flow opportunities as there are in most WPA steel towns. 

This is due to the steel mill running at a reduced capacity and a slightly depressed economy.

It looks like the fridge and dishwasher are stainless steel so I would definitely build on that more expensive existing upgrade and paint the cabinetry (white).
