Typically tape all drywall joints, 3 coats of joint compound on all screw holes and joints, sand smooth to level 1-5...the industry actually defines the levels.

If the rehab is still decent (as in you don't need to do the whole thing again, new capex items, etc. just a new coat of paint), then they haven't owned it long.

HW with 3 coats of poly should last up to 30 years!

It is vinyl coated drywall tile.

A good compromise is to use the thicker grade vinyl that doesn't need to be glued down.

It's also an upstairs unit,  private door but all that is downstairs is a coat closet and then a flight of steps to a 1-level condo.  

I know some of the smell could also be in the carpet and pad (which is being REPLACED), so should the concrete subfloor under the pad also get coated in the same odor-blocking primer?
