What I say is for you and anyone else in this thread that think the tenants deserve to be "punished" in any way.

If you can turn this into a “ don’t punish these wonderful homeowners for my developers mistake” conversation and they are convinced they made you pay for your violations it might work if coupled with a check.You could also put an amount of money in escrow as an inducement to the buyers to close.

It's also where contempt, disdain, and unresponsive behavior toward your tenants get punished.

Well Comrade Mary, sharing the pain equally would reward those who failed to prepare/sacrifice and punish those that did prepare/sacrifice. 

If they fit the criteria you set for the property, then don't punish them for their in-law's mistakes. 

Savers are being punished and spenders rewarded.
