I guess a lot of Scott's buyers are under water the day they sign a loan, so he must be regularly evicting and reselling some of those houses.

Friendly reminder to anyone else reading to carefully review your PMA before you sign it and before you decide to change property management companies.  

But once I got the bills, I increased the rent with the tenant's approval and signed an addendum to the lease stating the rent increase would be X and the owner would take over utilities.

Most PM's are able to sign in place of the owner and don't need their permission.
