Depending on the construction, you have to do major upgrades on electric, plan for plumbing for apartments which may not be permitted in the area for the sewer or septic.

I talked to a Lady in Nashville and walked her through the process and she was able to do this and made some pretty spectacular gains on recreating old parcels.

One metric we do use when we're able to pull the data are permits pulled & what type of permits pulled in an area.

And I have below clause in the leaseRental Application: Only those people indicated on Tenant’s rental application are permitted to reside at the Premises, with the exception of any minor children born to, or adopted by, Tenant.

Contract does state: "Nothing in this Contract shall be interpreted to permit Seller to provide false, misleading, or fraudulent information to Buyer." 

They usually require experience and they are lots of docs needed from architect drawings to a lot of permitting. 

It may be due to the lengthy pool permitting and construction process. 2025 will be a critical year.

FWIW Its California , you probably need a permit  to do just about anything as long as you pay the fee 

At the same time I have my current home as an asset to rent out if my HOA permits it.
