I spend half my days reporting them to NY state for fraud

I just had contact yesterday with his bank, their fraud and wire department along with some other contacts. 

As you mention big difference between fraud and a bad investment.

THE FRAUD - this occurs when the wholesaler sign a contract to purchase a property he has no intention of buying.

I certainly do not want to commit mortgage fraud.

They probably used someone else's license number which also would be fraud.

To add to what @Jonathan Greene wrote:1) Understanding the local market, so you know what Neighborhood Class your building is located in, what Class your Building is (condition & amenities), and what corresponding class of tenants will be attracted.2) Using all this data to properly set your expectations and a realistic ROI.3) How to better screen prospective tenants, including catching fraud, so your property performs better.
