It is advisable to outline in the contract that the landlord holds no liability for internal issues, while the tenant assumes responsibility for fixtures and furniture.

Obviously you will need to  be able to buy something if you choose to sell your primary, I would advise talking to your lender on how to get creative on that side of things.

Not just a lender who can put together a loan document (they all can do that), but someone who is interested in your goals and can advise you in different strategies, downpayment assistance programs, etc that can get you going.From there your financial strategy and the local market will begin to steer you in a direction of homes available and that fit your finances.

I've recently seen people giving advise to take out a HELOC as a means to pay your normal everyday expenditures including bills, and at the same time, taking your paycheck from job and applying it every month towards your mortgage payment.

I understand how to get to an ARV, account for repair costs, the hard/soft cost of financing, and so on.What advise would someone give in locking up deals?

Like @Russell Brazil advised above, make sure you write-in some sort of inspection contingency into the offer.
