When it comes to "public" parking I will ask true violators to take care of it and if they don't I just turn it over to our local Police Dept.

And not just you, but your spouse, descendants and ancestors, any entity controlled by one of those persons and certain other persons with a fiduciary duty to your IRA.  

This last tenant cost me an estimated $6,000 in damage to my ceiling and floors because they let the water run in the kitchen sink or something and it flooded the floor and ripped out the ceiling below and molded the carpet.The police have been dealing with my tenants on a 2-3 times a week basis -- no exaggeration, I have the surveillance video.

It had TP, some local restaurant menus, local services/utility numbers (cable, police, electrical, etc), and a few other nick-knacks.

Police negotiated them(boss) giving me a $3000 check to leave at later date.  

Currently I am a full time police officer out of the Lubbock Texas area. 

If you've ever seen an insurance company investigate a large property claim, you'll know what I mean, they'll dig as deep as they have to and God forbid if someone is injured or killed, then the police/fire dept's will be looking too. 

I currently work in DC as Special Police Officer for the Department of Interior.

I would primarily agree with @Bill S. here, but this is not "illegal" in the sense of police officers showing up at your doorstep.

He's very local and knows the neighbors, the police, the garbage folks, the local drunks, and other various local labor.I don't trust him and have caught him skimming off the top on various costs.
