We had a child test lead positive in a rental unit we managed, the health department came out and did a sweep of the unit, a toy from mexico with some kind of paint on it was the culprit.

South is Mexico, west is the pacific, north is Pendleton and after Pendleton is OC with similar price to San Diego, East quickly gets very harsh.

How sinister the exploitation is or not is subjective as well.For example an argument can be made contracting seasonal farmers from Mexico is a form of exploitation.
