Usually, the advantages of being licensed or officially permitted enables you to do more business unencumbered.

The USA is a young country I am fearful our elected officials might become as corrupt and one sided in this great nation as the politicians and dynasties are in other countries.

The height of the ceiling has a big impact on how good the basement finish "feels" though.I don't know what your regs are up in CA but down here basement space is not usually considered in the "official" square footage- although many realtors list the total finished square footage (including basement) anyway when they list a property.

Most times when dealing with a new inspector or city official, I've found you humble yourself, grovel, stroke their ego and they treat you well, even become friendly & helpful.
