They manage to heat the space to temp. fairly quickly and the fan noise is relatively quiet.  

But there was an assisted living home across the street who continually called the police and we received a number of noise violations for doing nothing wrong except being 20 something college kids with weird hours, much different than a senior living center.

Some people like highway noise...if all other aspects of the property are sound, I would not let that alone keep me from a good deal.

I should probably try because for upstairs units, I still like carpet with a thick pad (have done one upstairs with acoustic underlayment under laminate and add thick area rugs at turnover, but still careful who I put there for noise)...
