I know the process is significantly more intense if the current paint contains lead.The kit I used is supposed to turn red in the presence of lead. 

I would suggest that if your Tooele property is free and clear and you have a rock solid property management company in place then I might do a cash our refinance.

She just learned old buildings, specifically your old building, might have lead, HUGE RED SIRENS flashed in her protective-mommy brain, and she backed out without a second's hesitation.
