I am considering renovating the basement into a studio apartment.

MF has taken on that roll.. but even at that its now 200 to 300k per apartment to build new. 

You will need boots on the ground for this city this is no LA or Miami or Houston.

We have an 11-unit apartment building (five 1br/1ba, six 2br/1ba) and want to do a cosmetic rehab (new kitchen, bathroom, paint, sanding, and staining hardwood floors, excluding repairs on MEPs).

The grantor may also be open to both civil and criminal charges for fraud.The problem with accepting a deed and holding it off record in case the deal falls apart and the grantee can return it to the grantor to restructure the deal is that delivery of the deed requires more than just handing it to the grantee for safe keeping. 

Also, providing appliances like washer, dryers, and dishwashers sets me apart from other landlords allowing me to ATTRACT AND KEEP better tenants longer!

If they don’t like fixing it up I’m sure they’ll like it falling apart in exchange for lower rent. 

Tell tenant A that you need a window of time to inspect the apartment with only the furniture he is leaving (with the unit in move out ready condition).
