Such as soil x add 3%, etc...And the cost in Tempe Arizona to surface over coliche may not be the same as Tennessee in a hillside.Maybe what you really need is a best case worst case number.Maybe paying the soil engineer is going to have to be a cost of doing business to get a feasibility decision?

During winter renovations I would keep the temp down around 50, then I would turn it up right before heading to the rental so it would be warm by the time I got there.

You can set limits on the high and low temp so tenants can't turn it up above 76 or whatever.
