Commercial brokers I used when locating stores suitable for types of businesses to go into, and can tell you why one location is better than another, due to traffic patterns, nearby competition etc. a totally different niche than residential.

And then, yes, I would definitely tow vehicles in violation and give that phone number to the affected tenants also.I would also have a word with the tenant who has many visitors that the parking situation has been a continuing problem, illegally parked cars are now going to be towed, and advise her she should let her guests know they'll be towed if they park in spots "A" and "B".I've occasionally frequented businesses that will have warning signs like that at their register, ie "Customers of Joe's Poboys, don't park in Stanley's Dry Cleaning lot, you will be towed."

You register for a Commercial Activity License, which is Philadelphia-specific, and that number allows you to apply for a Rental License.I'd encourage you to look into the rental regulations in Philly because you generally also need a Rental Suitability Certificate, and you may also need a Lead Safe Certificate if renting to children under the age of 7, and you want to make sure that your duplex is legally zoned for 2 units and for the commercial use that you're planning.
