It would be highly unethical for the listing agency to share with you offers made to a seller without the express written permission of all the parties concerned.The bank, the buyers making the offers, and their agents if not of the listing agency should have been notified and given express permission, in writing, to have an unassociated 3rd party review their offers.

Many federal laws may apply, the UCC, Fair Trade/Advertising, The Land Sale Act, Civil Rights laws go beyond race, Red Lining laws, The Trade and Services Act and an alphabet soup of agency regulations. 

I have written one myself, but used his as this is my first time dealing with this and I'm sure his is more iron-clad seeing as his agency uses it. 

While they are not a government agency, they wield considerable power with state legislatures as they are the wonderful folks who gave us the SAFE Act.

The "process" will include different people in different agencies, again location dependent.
