In the USA, depending on the market, you don't run into as many hurdles.

Value add Multi family are everyone’s favorite, but tough for the new/small guy to get many sellers to make the numbers work in bullish markets and/or to overcome some of the hurdles with larger properties- funds, credit, history, etc.

Going in at $180 is not unreasonable for a property that has been sitting for 1 year.
