If you have capital burning a hole in your pocket AND you are in the UK, I would suggest investing in publicly traded REIT's.I suspect that Cleveland is somewhat similar to Detroit, but Cleveland appears to have a MUCH more prosperous urban area.  

I spoke woth someone at Prosper and they said most plans only allow one room to be rented at a time while house hacking as a having a second tenant in the home raises liability.

If the general populous, heck no, it has been anything but prosperous really since 90's, late 90's were freakin awesome.

I have quite a few LTRs in the area.The economy is not prosperous or anything of the sort; median income is below average.
