@Dave Carpenter  - Price range wise I am basing that around what I feel the markets can command in rent.

IE someone lived in the home as owner occ and really kept it in tip top shape.. rental rehabs are usually not to those standards some can get close ...So if we had GRM with a given rental rate does not matter the home its only value is based on the rent it will command. 

Command and Control was required in presence across the spectrum, to afford for continuity and transitioning of local governance, security and control.

To buy in those areas currently the purchase price would be way too high for the rental rates they would command unless you put down a huge down payment or bought outright. 

We always add ceiling fans with light fixtures when we are renovating properties we acquire and command higer rent compared to market (you can see from the pics of other listings, if they have it or not).

Currently the facility's numbers aren't beefed up to command the price the owner believes he should get in addition to how commercial property is priced.
