I would guess, it’s “highest and best” just for owner occupants.I googled it up, couldn’t find a copy, but it seems to be attached to most freddie Mac listings.Post a copy if you can.

When I look at the vacancy rate statistics in attached link BCS is below Texas median.

currently a single ADU  (detached or attached) is allowed subject to site conditions, etc.

However, from the more experienced members I see many commenting that they will not accept a request from someone without any note attached.

Try to find an isolated beach spot; When I was a teenager I knew a handful of beach  spots that would have no one in sight.Even with the short-comings, I would be hard pressed to choose a location in the US I would choose over it (maybe Santa Barbara area) even if I did not have the personal attachments.
