Condos have much more risk than a SF rental.A condo HOA can decide there are already too many rentals in the community and prevent you from renting yours. 

@Ndy Onyidoreplying your strategy on #3, I will add the following for you to consider.Most of these properties as @Rick Baggenstoss had mentioned are run down , townhomes, land lots.There may be additional liens on top of the tax lien, such as HOA lien. also with the townhome communities, some of them has rental % restriction; meaning the HOA only allows so much % used for rental. the rest has to be owner occupied.

The best way to get in tune with the local market is to review what recent cash sales have been in the same community as the subject property.

My advice would be for sure to become a part of the FB group Short Term Rental Listing Advice through the Short Term Shop, Also become a part of the STS community and ask questions there and you will get a boost!
