I'm worried that during that because of that rehab period, my DC property could be considered my primary residence since I have a mortgage, and given the fact that I don't currently help pay my parents mortgage through rent and therefore can't validate me staying there.

If your system still heats but doesn’t cool, then it sounds like you have either a gas furnace with ac or a heat pump running off heat strips.

New shingle roof - $6-8 per sq ft New high efficiency furnace and all new duct work with 8 reagiters - $5000-7000New high efficiency tankless water heater with new 1" gas line. $3500-5000New hardwood flooring with stain - $10 per sq ft. 

In terms of underwriting, often water and Gas will be paid by the owners, while in most situations there are separate electric meters. 

The cost of oil (no natural gas in the area) for the 3 buildings is approximately 9K a year. 

I don't want to expose my family to unnecessary risk/leverage, but I also want to build on the momentum.I would be very grateful to hear the thoughts of this community on how to stay on the gas and not hit the breaks for at least a year and risk losing any momentum.
