Pay the contractor, especially now that you've made your thoughts on this a matter of public record by publishing them here.

Is it a place with a single wetwall, window AC unit on a slab, public water and sewers?

In a lot of @Brandon Turner's publications, he mentions training the tenant properly.

The location is on a block with majority single family homes and close to transportation.  

So my main questions are, is there a list containing people who are delinquent on mortgage payments (Public information?)

You're also going to need an extremely skilled transporter.
