Its a gamble to go the permit route or not in Philly and absolutely matters the neighborhood/your neighbors as they are usually the folks that will call L&I on you OR if your property is near other construction sites where inspectors would be traveling to/from.

Hey Nicholas, C Class neighborhoods in Columbus are more geared towards Section 8 and long term renters.

I recommend you work with a mortgage broker that works with 220+ lenders to help you shop for the best lender for your situation! 

So the much more important question is: are you buying in a neighborhood where you have the best possible expectations for future appreciation?  

However, I don't particularly ascribe to the idea that certain neighborhoods belong to certain people.

You do have to play the markets in terms of States/Neighborhoods.
