A 0% introductory interest credit card could be a good start - you wouldn't want to take the cash out of it to pay the contractor, but maybe you could work a deal with him where you pay him buy buying his supplies for another job.You could also talk to Home Depot or Lowes - I think both have favorable treatment of servicemen and women and they may be able to get you a low or no interest credit to get you started.
