I worked in one on South Battery that had an amazing pneumatic hatch that rose out of the kitchen floor to reveal a set of steps. 

I don't see where the costs are that would warrant the fee.I have my cleaners do basic issues such as light bulbs, batteries in smoke detectors & smart locks, and any minor things.

Leaking toilets, dead batteries in smoke detectors (serious safety violation), HVAC filters, broken windows, mold etc. all issues a landlord needs to catch early.

Also, bonus points if you have any that use a battery pack in lieu of wired power. 

The battery lasts several years and installation is as easy as peel & stick. which we think is a good solution for zombie properties, rehabs, flips and rental properties.There are some solutions out there that are similar but they either need power (which is not usually a problem) or WiFi (which is an issue in the case of empty properties).

You need to change HVAC filters, check alarm batteries, check for leaking toilets, drains, taps etc. as well as for tenant caused damage.

How hard would it be to get into that apartment and the window in question and put a battery-operated trail camera on it to put this stalker away?

They still have the tax credit, have a 10 year warranty on the battery/motors, have a local dealership for service and we have a Kia Telluride that we are very happy with.

I do understand that after a certain period of time, a brand new property may experience a spike in repair and maintenance costs that begins to modulate the IRR.
